About the Stream, Group or Branch:
The Welfare Quarantining Branch is responsible for the delivery of the Cashless Debit Card (CDC) program. The Branch consists of six sections:

• CDC Operations
• CDC Technology
• Legislation and Program Policy
• Engagement and Transition
• Engagement and Implementation
• Evidence and Future Policy.

The CDC program was established to test whether reducing the amount of cash available in a community will reduce the overall harm caused by welfare-fuelled alcohol, gambling and drug misuse. The program currently operates in Ceduna and the surrounding region, South Australia, the Goldfields and the East Kimberley regions, Western Australia, and the Bundaberg and Hervey Bay region, Queensland.

Legislation has recently been passed to transition participants from Income Management to the CDC in the Cape York region, Queensland and allow Income Management participants to volunteer to move onto the CDC in the Northern Territory.

Position Description:
The Branch is looking for suitably skilled people with policy and/or program management experience. Key responsibilities include:

• developing key aspects of policy/program proposals, and supporting the delivery, integration and implementation of the CDC program
• working collaboratively across the Branch, the department, with Commonwealth agencies and external stakeholders on the CDC program
• assisting with the analysis and interpretation of data and the development of process documents, including briefs, minutes and submissions.

Eligibility to obtain an Australian Government Security Clearance:
The suitable applicant must also obtain and maintain a security clearance conducted by the Australian Government Security Vetting Agency (AGSVA).

Applicants also must be able to establish their background as checkable to be considered eligible for a security clearance. Any gaps or periods of time spent overseas for 12 or more months (cumulative) that cannot be verified by an Australian referee is deemed uncheckable, rendering the applicant ineligible for a security clearance. Background history must cover 5 / 10 years (Baseline / Negative Vet 1 or Negative Vet 2) of employment, education, residential, criminal history and anything else specified by the AGSVA.  The suitable applicant must be willing to disclose all relevant and required information to fulfil this process.
